As the Street Department, the main services we provide our citizens are maintaining safe roads and right of-ways. We continually work to keep drainage systems clean and free of debris. We have an excellent mosquito control program with certified operators that are involved in continuing education. We are constantly working with all City Departments to continue our efforts to improve our City and its infrastructure.
THE CITY DUMP
- You must be a resident of Richland and be able to show proof of residence to use the Dump.
- FOR RESIDENT USE ONLY-NO CONTRACTORS (cannot throw away any building materials from construction sites.)
- The Dump is located on West Harper Street next to the railroad tracks and is open Saturdays 7:00 am – 3:00 pm or until FULL. Tires, fuel containers, flammable liquids, limbs and paint WILL NOT be accepted at the Dump. IF APPLIANCES ARE BROUGHT TO THE DUMP, YOU ARE NOT REQUIRED TO HAVE THEM TAGGED by a licensed professional. GARBAGE PICKUP SCHEDULE
- Monday & Thursday:
All residents North of Harper Street and West of U.S. Highway 49 All residents South of Harper Street and East of U.S. Highway 49 - Tuesday & Friday:
All residents South of Harper Street and West of U.S. Highway49 All residents North of Harper Street and East of U.S. Highway 49 - Note: Garbage and trash will not be picked up on the following holidays: Christmas Day, New Year’s Day, Memorial Day, July 4th, and Thanksgiving Day. Collections will be made on the next scheduled pickup day.
RESIDENTIAL GARBAGE PICKUP
- Each residential property owner is charged a monthly garbage fee. Pickup occurs twice a week, either Monday and Thursday or Tuesday and Friday depending on residential location.
- Containers must be placed at the curb or end of driveway by 7:00 a.m. on your pickup days.
- Garbage must be placed within storage bags or containers to prevent spillage, entry by animals, or the seepage of water into them.
- Furniture, appliances, and similar household items will be picked up on your second pickup day of the week (Thursday or Friday). If left for Waste Management pickup, Refrigerators or freezers must be tagged by a licensed professional stating that all freon has been removed before these items can be picked up.
LIMB AND YARD DEBRIS PICKUP
- Pickup for Leaf and Yard Debris will occur on your second pickup day of the week.
- NOTE: LEAVES OR DEBRIS SHOULD NOT BE PLACED IN ANY DITCHES AND BURNED. According to the Storm Water Pollution Prevention Ordinance 2004-4 Article II Section JJ, TYPE OF LEAVES OR DEBRIS ARE NOT TO BE PLACED INTO DITCHES OR DRAINS.
Requirements For Limb Pickup
- Limbs must be no larger than 5 feet long and 8 inches in diameter.
- Individual limb piles must be stacked to a maximum of 3 feet in height.
- Individual limb piles must be no larger than 60 pounds
- Limbs must be bundled neatly and placed next to garbage at curbside (do not place in street or on/in front of storm drains per City Ordinance 2004-4 Article II Section JJ).
- There must be no construction material within limb piles for pickup.
- Limbs and debris will be picked up on your second pickup day of the week.
- Limbs placed at curb not in compliance with these standards shall not be picked up. Code Enforcement will contact residences with compliance issues to resolve.
- Trees and limbs cut by a contractor are the responsibility of the contractor to remove.
- Small diameter branches and trimming can be placed in a trash container.
Requirements For Leaf Pickup
- All yard debris including leaves, grass, and garden debris must be bagged.
- Bags and/or bundles must be placed at the curb, a few feet from your trash cart, by 7:00 AM on the morning of your second pickup day of the week.
- Leaves or debris must not be placed in the street or near a storm drain per City Ordinance 2004-4. Code Enforcement can issue citations for debris placed directly in the street or gutter. Leaves and debris placed in the street or gutter ultimately get carried by stormwater into our lakes where the nutrients contribute to algae growth.
- Debris determined to be left by professional landscapers will not be collected.
Construction Debris
- Waste Management will not collect solid waste resulting solely from construction, remodeling, repair, or demolition operations on homes, buildings or other structures. This includes roofing materials, landscape materials, tree removal, bricks, concrete, fencing material, etc. The homeowner will be responsible for disposal of such debris.
**There are no restrictions against burning limbs, leaves, and debris within Richland City Limits, unless there is a burn ban in effect due to drought. **
